I posted a (slightly) better image further down.

The neighbours' drive has a set of 1" blocks that curve between the edges of my grass area and theirs. It might be possible to lay the smaller-diameter blown fibre duct under those without doing any digging of tarmac at all.

If that's the case I think a friendly approach to said neighbour with a guarantee of restoring the pavers to their original condition would be the way to go.
