they need to stop building on flood plains and close to water courses and rather than endless attempts to make better defenses start moving those already in those areas out

As mentioned, when you have 300mm/12"+ rainfall in 24 hours its going to cause issues, no matter how much you try and sort it. That water has to go somewhere.

Let's hope the new towns we're going to need to build to accommodate our rapidly growing population don't get built on flood plains.

quite agree but if they continue to do so they should make them ( the building companies ) responsible for flood costs

or make them floatable ;)
