Capacity which is been added depends on the area's but they will add more channels which will improve an area with issues, my area had a slow speed issue and they added a 5th downstream as the area has been upgrade and my speeds are solid.

Don't know about "against VM's rules", in some areas its perfectly standard practice. Ex-TW areas almost always have shared taps serving dozens of homes via splitters.

removing a splitter wont lower the upstream by 12db, unless it was a splitter into a splitter into a splitter!

There shouldnt be splitters in pits but if there are no taps left what are you gonna do? Tell the new customer paying £100 a month sorry no can do or stick a splitter in! The problem is so many drops are unidentifiable your never 100% sure if its live. To clear a cab you have to keep all the customers who have a tag and is live and remove the rest and cause alot of upset,
