It hasn't been disabled by VM. If you programme your remote to control the TV's mute & volume, the remote sends the TV's code instead. But the STB will still respond to the standard codes if it receives them - whether that be from a genuine unprogrammed remote, or a programmed one that is misbehaving due to low batteries.

OIC, I seem to remember reading in a forum that VM had disabled the mute button on their boxes, as people were accidentally pressing it, thought there was a fault with their box and were making unnecessary calls to the faults dept.
