looks like an activation issue, I would ring activations and ask for a manual hit.

I did mate i got some drivel about speedtest.net and keeping a record with a pencil and paper for 7 days .

Explained to the guy that its been like that for 5 weeks but he either didnt understand me or was stringing me along. :(
