I shall counter my opinion, on the basis that it should be based on the party's ability to pay. I am not suggesting that it should be a pre-request to rescue.

Sorry Maggy, that post's remarks were not aimed at any comments you posted, but was just a general thought. But perhaps, instead of writing, "I shall counter....," I should have written, "I should counter...." :)
