If the debt has been subject to a CCJ then it would be enforceable, just as it would be a fine, I am sure that would be included as well.

But you are still within the EU. Travelling in the EU is guaranteed by the Maastricht Treaty.
Not for criminals.

is this taking things just a little to far ?

But it's not really is it? Quite a sensational piece of headlining though. Motorists are not going to be banned from leaving Britain though are they. Criminals are.

Are we to believe by tour topic title that if the criminal tries to leave by air, they will not be stopped, or only if they take their car on the aeroplane? What if they don't own a car? Are they going to get past the border?

For me - its not the whole "you have got unpaid fines, you can't leave britain" thing. Its where it will lead next. If things get any worse, then I will seriously consider leaving the country for good.

What ever happened to freedom? Notice it isn't a word thats thrown around much anymore! The government does not have the right to control a person's movements in my opinion or to track them if they aren't deemed a threat to National Security. Its a breach of privacy. Though I am aware it happens daily with the use of CCTV etc.

I know the USA is an awkward country to live in at times, but they have much more freedom than the UK does!

I would have thought a fine was not a good enough reason to emigrate anyway? escaping a ling jail term I can understand doing a flit but fines?

We are talking about people who have committed criminal offences without paying their due, not innocent motorists as the headline would suggest (I really do believe some people don't bother reading beyond the one inch letters). Do you think they should be allowed to leave the country and ignore their responsibilities?

Such as the almost certain removal of the right to file a writ for habeas corpus and the right no to be detained indefinitely without trial (and many more) you mean?

Do you think detaining someone, potentially disrupting expensive business or family holiday plans, is a proportionate response to an unpaid parking ticket? :erm:

Not to mention how much its going to cost the taxpayer to pay for detaining them.

I don;t think a single unpaid ticket would trigger the system, I think they're looking more at the persistent offenders who have court orders for unpaid fines/tickets..etc... Mainly as a ticket is issued by a council so not really a detainable offence where a court fine/order is...

Yeah. I'll be changing it back shortly (I find it scary myself :erm:). I'll need to redo my last one as I binned it, but I haven't gotten round to it yet.
