The techies on here may prove me wrong on that point, however.
Alternatively, the reason may be that a partial switchoff would not make new channels on the digital service viable. I shouldn't think VM would want a fragmented digital service anyway. They are trying to harmonise so that every region gets the same service.

Forgive me, but I can't see why VM won't split the areas so they have only pure digital and pure analogue areas. At the moment, they have pure analogue areas and analogue+digital areas - kick those in analogue+digital areas who won't go digital, turn off the analogue in those areas and as if by magic they'll have pure digital areas! As a bonus, they'll then be able to use the old analogue equipment, from the newly pure digital areas, as spares for the pure analogue areas - because I doubt that any of it is still being manufactured.
However, if it was that simple they'd have done it by now. That or they're a bunch of idiots...
