The URL for online banking in case it's the Natwest top page that's the problem is:

https://www.nwolb.com/

and in case DNS related can be accessed via it's IP address as:

https://155.136.72.107

Hope this helps.

Alternatively I'd ask are you using a proxy? If not then try one. If yes stop. But turning on my cache gets pages telling me to turn off the proxy cache settings.... maybe that's the problem. My old proxy cache had the address 80.5.160.7.

Ive come over to my parents house, about 3 miles away and it works here

I dont use a proxy at my house, but this has happened before, where it works her eat my parents but not back at home, and it took a few weeks to get fixed.

At least ive done the important things now like paying a bill

I assume your parents are not on VM? Because that close means they are probably using the same VM infrastructure.

If you ever got stuck and unable to access your account online then because you have password etc. you can probably use Natwest telephone banking facilities. Something to check out in case this happens again?

ye strange thing is they are on vm too. its happened in the past and i went over there and it was working fine

ye true i could use telephone banking if i get stuck again, didnt think of that
