You will not get 24mb due to overheads. 22mb is the max you would get

Erm he isn't even getting 4Mb so I can't see it being overheads. Could be line noise, problem equipment on the line, problem equipment in the exchange, bad lines fullstop... the list goes on.
Have you asked for a line test from your telephone service provider? Is anything else on the line at all when you are testing (phone etc)?

Could be line distance. Who knows what route the line goes.

Sorry to i mis understood his post. I thought whe he said he was on BE Unlimited 24mb and this is what i am getting I thought thats what he thought he should or was getting.
