I thought the initial report said something about it being witnessed by mothers returning from the school run - it was 09:30-ish, when the kids would have been in school already.

It may well be possible and it wouldn't surprise me - the fact that the attacker gave himself up without resistance suggested to me that such was a likely scenario. (The attacker is also quoted as having said to the police - "It's personal.")
