ahaa I see now so its like this?

NTL pay COBI to do out of hours maintenance upgrades etc.
COBI got paid up front for this work.
COBI underbilled NTL for this work.
COBI have now had to cut back because of this mistake.
NTL have spent money on other things that would have been spent on COBI if they were not underbilled.

Is this accurate?

It is, assuming the source Russ quoted is correct, and I understood the post correctly.

Reading this I was moved to look up something I remember about Eurotunnel sorting out it debts by just refusing to pay them back.However what I found when I did a search in the BBC online news database made me wonder who was cribbing off who.

It's rather frightening just how some business's and business men can get away with things because they are such good blaggers.

Al Fayed springs to mind in that context! :D
