when you reboot the modem, your router should notice that and get a new ip on its own

rebooting your computer or router is not necessary when changing service levels/tiers

No, Its just the config file that determines speed, not IP, Im pretty sure when I upgraded from 600k to 1Mb I kept the same IP

You are indeed correct :tu:

there are not different ip ranges for different service levels, this is determined only by the config files.
