Something similar happened to me when I went for an IT Director’s position at a University - I was recommended for the position after a gruelling interview process, but I had to meet the Vice-Chancellor, and be approved by him (did he think I would fit in with him, his Senior Team, and the Uni’s "culture"?*). Same thing happened when I contracted at another Uni as Head of IT Systems Development - after selection, I had to meet the Chief Operating Officer for approval. In both cases, they had vetoed other candidates, and they had restart the recruitment cycle. What the stats are for OfQual and it’s ilk, I don’t know, but I would imagine it’s the same process, otherwise you are just wasting the Minister’s time for a box ticking exercise... *I got the job... |

isn’t “the top” there to set policy? If thete is a misinterpretation or a poor implementation, then “the top” Can get angry.
If “the top” gave vague requirements and didn’t set proving standards, then “the top” should squirm. |

Algorithms/programmes don’t mutate - they aren’t alive.
They are coded from agreed specifications, they receive and process data, then provide outputs - they only change when a coder changes them. |

The Algorithm was probably done on a Windows 10 computer, with all of the 'crucial' updates . . that would mutate it :D
