That's my thinking, I don't really buy the big conspiracy that they set it up, I could buy that they knew an attempt was going to be made and took more than ample efforts to thwart it

Yes, I think whatever conspiracy exists is more likely making best use of circumstances rather than creating them from scratch, which would require some actual creativity.
