A large cage at the surface. Fill with illegal immigrants and allow to descend under gravity generating electricity. When at the bottom, the migrants get out and start to climb ladders to reach the distant surface again, thus keeping them contained until their asylum cases are decided. Meanwhile, the empty cage is hoisted back to the surface by the latest batch of illegal immigrants. |
