lost broadband for about 10 mins last nite. now got a new ip but why did it take so long to change ip address

the fact that you that have changed ip address means it wasn't a simple renewal and maybe they were doing some upgrade works and moved you on to a different line card.

Probably because all CM's on your reseg'd node (and/or a line card swap/reseat/reboot) then have to re-register. With exponential back-offs that can be some delay for some some users.....

What did the 150mbit coming soon say for your area? Mine is July to Jan (15)
