They've arrested someone.

As for whose to blame I think we need to be careful in blaming entire groups and other people. There will always be some random nutters around and that'll do these kind of things irrespective of the climate at the time. That said politicians do need to tone down the rhetoric about 'the other side'. People seem to actually hate each other.
