Speaking of Doctor Who...mine's a screen cap from S3, ep 12, The Sound of Drums: namely, the Citadel of the Time Lords. I thought it was such a striking image it deserved to be a desktop, so...

its just a gadget on vista sidebar (which you can run on xp if you so desire ;))

the bars could possibly be something like RKlauncher

Anywy as Zing says the stuff down trhe right is just vista sidebar.

The stuff along the bottom is object dock (Plus in this case) Standard object dock is free
