The last I heard was that, following intervention by the Parliamentary Rugby League Group, VM had made "an improved offer" to PS, but that it was still likely to be a standalone channel.
I wasn't told anything about the channel being unscrambled for the RWC.
If it does go into XL and/or the RWC will be made available to all subscribers, it looks like negotiations have gone better that what was hoped. For once, MP's have achieved something positive :D

One of the Directors of PS was also a Director of Setanta. This is nothing unusual in business and wouldn't influence any decision by VM on whether to carry PS or not.
I agree that VM won't ever allow any third party to control their own subscriptions, look at what happened with BT Sport! AIUI, channels such as Boxnation are bought wholesale by a subsidiary of VM (Virgin Media Entertainment Services) and then retailed directly to VM customers.
