It might come under "change of use" so best talk to your local council. You may also have to pay business rates of council tax.

the b*ggers have got me paying it twice as it is!

as they say the bottom part is capable of being used as a separate dwelling

so I have to pay the police component of the council tax once upstairs and once downstairs

and have them hanging about outside trying to book you for parking illegally all the time

Find out from the council what features they are looking at that mean it is 'capable of being used as a seperate dwellling' and then remove those features.

Yes - As they'll need to vet it for fire escapes/alarms etc. although your local fire brigade will give you the fire certificate
