Guildford erratically slow (dowloading)

The BB Tech support said that they will re-segment the Guildford UBR in two-three weeks and this will solve the problems.

I do not beleive them because

(i) it was slow 4 am
(ii) re-segmenting solves uploading problems not downloading ones as we all share the same downloading channel

Am I correct or wrong?

You're both, being equally slow at 4AM isn't promising, however resegmentation increases both upload and download bandwidths.

Reseg could sort it depending on what's wrong with it though. Also upload congestion will cause slow downloads.

saturated upload does defenitly slowdown download, only today I finally got myself of the damned saturated upstream chan and downloads were immediatly faster, browsing snappier etc.

Ditto. Camberley was re-segmented this morning and it's fine now.
