What tmp file is it? You could try clearing your temp internet files from within Internet Explorer to start with.
In IE go to "Tools", "Internet Options", "General"and select "Delete Files" from the Temporary Internet Files section.

Think you need to run a virus scan, adware scan and trojan scan.
Can you copy the error message and post it here?
Download and run the following tools
Adaware (http://www.lavasoftusa.com/software/adaware)
Spybot S&D (http://www.safer-networking.org/en/mirrors/index.html)
MS Antispyware tool (http://www.microsoft.com/downloads/details.aspx?FamilyId=321CD7A2-6A57-4C57-A8BD-DBF62EDA9671&displaylang=en)

Yes, do what Paul says as you almost certainly have a spyware/virus problem.

As a temporary solution you should consider changing to a different Browser. I recommend http://www.opera.com/ or http://www.mozilla.com/firefox/

Both those browsers are far better than IE anyway, i'm sure alot of people here will agree. :)
