Ofcom and disconnecting customers ?

What's this I hear ofcom are bringing in a new law that stops things like the three letter's then your disconnected .. Rules over disconnecting customers will be increased ?

Could it be related to the EU Human Rights bods declaring the three strikes copyright infringement laws to be against peoples basic rights?
