There are other things that can cause these symptoms, so don't assume!
Here's what upstream congestion looks like, it's quite different from downstream congestion.
Ping statistics for 86.1.x.x:
Packets: Sent = 25, Received = 25, Lost = 0 (0% loss),
Approximate round trip times in milli-seconds:
Minimum = 33ms, Maximum = 2275ms, Average = 1126ms
Ping statistics for 86.10.x.x:
Packets: Sent = 25, Received = 23, Lost = 2 (8% loss),
Approximate round trip times in milli-seconds:
Minimum = 23ms, Maximum = 156ms, Average = 70ms
Downstream congestion raises ping slightly but is far smoother about it.
Something to bear in mind if the power levels are as they should be and there's no T3 timeouts registered.
