I have 50MB Broadband all is well on the download speeds and are as follows

I thought 20meg was 750Kb/s upload or around that

50meg should be double say 750*2 = 1500 upload and a little more lets say 1600

so why is it when I Upload files on messenger or Xfire or on other websites and FTP it only gives me a max speed of 199.2 KB/s

or does anyone know of a test i can do

The usual reason is that the other end throttles their incoming speed in order to maximise the number of channels simultneously available to users - albeit slower than they can deliver.

I had a 50mb test modem in Swansea here for 5 weeks in Oct - Nov this year.

The Max i could get down was just over 48.5mb and max up was 1.3mb. Even when i tested early hrs of the morning the speeds were never much more than that.

Episode - they quote speeds in kilobits per second, the upload speed on 50Mbit is 1750kbps / kilobits per second. When you actually transfer stuff you see the speeds in kilobytes. 200kB/s is about right for a 50Mbps connection.

The 50Mbit connection is 53Mbit download and 1.75Mbit upload, you'll see downloads of around 6000kB/s and uploads of around 200kB/s if all is working as it should be.

Your speed test is spot on there. 1.61Mbit/s upload which is about the 200kB/s you mention.
