Trailing wire for building, where is it put?

Hi All

I have had a few problems trying to get Virgin connected, firstly someone came out and said that they can't dig up the street which is required to bring the cable to the house and up the building.

Then we were advised by Virgin that this wasn't the case and they were sending someone else out to assess, that was about 3 months ago.

I was then advised by my landlord that they do not want trailing wires up the front of the building. Therefore would someone tell me if there is another way to install virgin without having trailing wires up the front of your building?

The only way they could do it would be to bring the wire in as close as possible to the ground and run the wiring inside the building.
