It's been happening on and off for nearly 2 weeks now. About 50% of the time my pings are in the region of 1000. (This is to pretty much any server, even google.co.uk).

Attached is a traceroute to BBC:

Is there any issues going on your area?

OK Either:

1) You are hammering your upstream bandwidth or
2) There is a CPU utilisation issue on the Virgin equipment that would be your 2nd hop.

Do you know how to check for rogue programs using your bandwidth?

I've tried it with a single computer with no other running programs connected directly to the cable modem, and still got the issue. I would imagine that rules out upstream bandwidth problems.

I've attached a graph showing how it varies over time. The X axis scale is minutes since we started logging (approximately 40 hours ago). The Y axis is of course ping.

Thanks Amorya.

To be extra sure could you download Netmeter and run it during one of these instances of poor latency?

Thank you!

I've also been experiencing high ping in my area (near Glasgow) so I phoned them yesterday and they suggested to reboot my PC in Safe Mode with Networking, and this solved the problem, at least until I rebooted again in normal mode.

I can't do a traceroute because my Command Line won't run any commands, so can anyone suggest another way to figure out what the problem is?

Why do they insist on bouncing people back and forth to different servers anyway?

It's not "servers" as such - it's switches / routers in different data centres, i.e telehouse, iPhouse etc etc.

I assume your on a MAC if you can't run cmd?

Nah I'm on Vista, but whenever I run a command it says something about an illegal operation and I have to close it.
