Latency problems in AL7 area

Sorry guys, another new guy asking for help here.

Basically, while on Skype or Ventrillo, there will be periods of silence, and then 6-10 seconds of voice all comes at once.

The same thing appears to happen in speedtests, the result varies from 2mb to 500mb. =( Unfortunatly actual performance does not reflect the latter.

I'm on a 10mb line, and want to get this sorted out before switching to the VIP.

1. Restarted Router and Cable modem many times, no difference.

2. Connected via provided router to the cable modem.

3. No time changes as far as I've noticed.
