Nursery fees

So - we got a letter today from our nursery, telling us that as a direct result of government legislation they have had to change their fee structure, from charging for a half day / full day - to charging by the hour.

I've not heard of any changes recently - has anyone else?

All I can find is this but it was dated 24/06/2009 and does not come into force till the 1/09/2009.

yeah - I'd found that, but that's related to annual fees
