Surely if Package L has double the download (1GB) over Size M (500 mb), Then the New L (10 MBps) shoudl be 1.5 GB not 1.2 GB because its half the speed of 20 mbps (which has cap of 3 GB?

Sorry if thats confusing. :P

What I mean to say is, all the traffic managments shoudl be correct according to their speed?

The volume thresholds are based around the percentile capture rate.. So in order to maintain the 3% downstream capture rate for the 10Mb/s tier the volume threshold is 1.2GB.. If they are capturing more than 3% then it will increase.

If you look at it like this.. You have x,000 4Mb/s customers that you upgrade to 10Mb/s. Not all of them will do anything differently than they did on 4Mb/s.. So if the average 4Mb/s user does 800MB during the peak, then when they are all uplifted to 10Mb/s the average may not change much.. Maybe to 1GB.. So they set it a couple of hundred MB above that average in order to capture that top 3%. If the average increases then the volume threshold will increase in line:)
