hey,

i was wondering what is classed as the "reasonable" rate to Cap Downloads At During The STM so i wouldnt get capped above my limit.........4MB Package...

Well 25KB/s will just about get you through STM without capping. Personally I ramp it straight through, get capped in the first 30 mins and leave it running at full whack. Then at around 9.30pm I go back to full speeds.
