I think we can agree that the level of traffic management (especially for the 2 and 4 MB users) is outrageous.

I'm wondering is it actually legal? VM is still advertising 'unlimited broadband'. And even when you go down to the smallprint, there is no mention of the traffic management. You have to go over to the 'Need to know?' section of the site to see any mention of why VM broadband is in fact, VERY HIGHLY limited. I don't see how this shameless advertising of unlimited, while not even mentioning the usage caps at the bottom of the page (*), can be tolerated.

Is it legal? How can we get something done about it?

Of corse it is legal. Dont you think Virgin Media would allready be in court now if it wasnt
