throttling rant

was just downloading a file at 2.4mbs from the newsgroups to then be throttled to 500kbs wats the point in having 20mb? when i was on 10mb i always had 1.2mb. Anyone else have this problem?

Everyone with 20Mb/s who downloads more than 3GB between 1600 - 0000 in the evening is throttled back to 5Mb/s for 4 hours.
