Could anyone either agree or correct me.
If I hover my mouse over my local area connection (Virgin Media Cable BB) it says the speed is 100.0Mbps I am assuming this is the possible speed the fibre optic cable can carry. My actual speed is just under the promised up to 2m.
Average download speed 1970 upload 191.

The 100mb will be the speed of your network card and not the speed of your BB

yeah, this can be confusing to the non techy.

There are two connection speeds. The speed your modem talks to the web (2, 4 or 10mbit) and the speed your PC talks to the modem/router which is usually 100mbit.

Back in the old days the later used to be called the baud rate.
