I have a netgear MR814v2 router connected through an NTL 250 modem and am on the XL BB , when i do a speed test via the router i am getting around 4 meg but if i connect direct through the ethernet cable to my laptop i get the full 10 meg , so is the problem my router(not good enough) ,is the problem a setting i`m missing or is it something totally different that i`m overlooking ?

I think it is the router - google says it is only wireless 'b' not 'g', and the WAN port is only 10MB. I think I've read somewhere on here that, although 'b' is nominally 11MB, and the WAN port is 10MB, you won't actually get that. Have you tried connecting laptop to router via ethernet, rather than wireless?

Netgear WGR614 model should handle it plus there are a number of Linksys that are recommended and used by members here.

Both should handle it, the linksys will definately handle it if it's the DSL version.

Both of those would do the job nicely, and i think the Linksys is a WRT54G, not a GL or GS, which is ok, but not the top model really any more. However many people here have them inclusing me :) they work very well.
