SMTP Trouble

Has anyone in the south manchester area noticed problems with SMTP? It seems to be taking upwards of two minutes to send a 1 - 2k plain text mail.

Is it NTL's mail servers (pop seems to be fine) or do I have to thank the windows users and swen for these problems?
