FTP Slow Transfer Speeds

I've just set up my PC as an FTP server so I could transfer files between my home PC and work PC. The problem is that i'm getting very low file transfer speeds(about 15Kb/sec) between the 2 machines. As a test I set up my friends PC as an FTP server and he gets much higher transfer speeds. He uses BT(512K) and I use NTL(750K), so you would think mine would actually be faster. Could this be anything to do with NTL? i.e. something to do with the use of proxy servers or something? Any ideas?

I'm running XP SP2 and WinFTP.

NTL 750k has a 128kbit/s upload, about equivalent to 15KkB/s. BT DSL has a 256kbit/s upload, about 30kB/s.

certainly isn't the proxy servers as they only catch traffic on port 80
