First things first pauly ;)

which version of windows are you using?
Do you have a usb or ethernet connection?
Are you sharing the connection?
Do you use any peer to peer software?
Does the problem get better/worse at any particular time of day?
Do you use firewall and antivirus software? if so which?
Have you checked your computer for any spyware?

and .... :welcome: :D

Windows Xp.
Usb , used ehernet and that was worse like 100bytes per seconds ????.
No other connections.
No peer to peer.
I am at collage most of the day but in the morning its bad and after 5:00 pm its very poor.
I got Norton antivirus 2004 and Norton Firewall 2003.

Hello and :welcome: Tracert is a tool on the command prompt.

Go on Start > Run > (Type in COMMAND.COM) and you are at the prompt.

Then type in TRACERT followed by any URL or IP so basically try TRACERT www.google.com

Do you have a home network with someone else downloading on their computer as this could have affected this. If not then I can recomend Bill C to get it sorted.
