Hmm! Not sure what the law says about this.If they are worried about the childs safety then it's possibly a case for the social services.

Frankly I think it's a case of seeing a soliciter and getting the lowdown from a professional at your local CAB if costs are a worry.However the solicitors who work for the CAB are overworked and you must be prepared for a longish wait to see them.My daughter is currently seeking such help and says they have a ticket first come first seen service at her local CAB.

thanks for the advise coggy, i was thinking about going to the CAB... a friend of the family is a social worker, so i might consult her first

Not sure about the CAB. Family law is exceptionally complicated - you might be better speaking to a solicitor who specialises in it.

Bex, if you want to send me some specifics of the problem, i can ask my uncle for you... he is a family law judge in london... (IIRC his full title is "Senior District Judge of the Chancery Division of the High Court")

From my own (very limited) experience, for it to be possible for child to be adpoted, the parent(s) must put the child up for adoption, once this is done the right of attourney belongs to the adpotion agencies, so effectively the mother has given all of her rights to the agencies. To answer the question properly, we would need the specifics of this situation, but it is perfectly understandable if you don't want to post these on a public forum.
