There will be two "Microsoft Security Bulletins" patches:
One affecting Microsoft Windows, Microsoft Office, Microsoft Home, Microsoft Visual Studio, and Microsoft .NET Framework. The greatest maximum severity rating for this security update is Critical. This security update may require a restart.

One Microsoft Security Bulletin affecting Microsoft Windows. The greatest maximum severity rating for this security update is Moderate. This security update may require a restart.

Keep your eyes open around the 8th - Patch links will be added to the announcement once available

I doubt it. If they've (as stated in the article) only picked the 'top 20' used codes, all people will have to do is use other methods to generate a new one.
