Having a poor experience of the over-rated Andy Carroll at our club we certainly are not keen in having another over-rated overpriced player on our books.

You can only say that about Carroll in hindsight, time will tell if Lukaku will live up to expectations, personally I think he will.

He's likely frustrated that Newcastle can't yet afford to bankroll a silly money signing when they needed re-reinforcements all over the pitch. It became harder when the value of average joe inflated to double it's original price, So in such a case, a budget of £100m would have been a fortune 5 years ago, it just isn't this season for Newcastle and we'll have to wait at least a year before he gets the spending power he wants. Basically they're struggling to make their budget stretch now.
If Rafa walked, Ashley may face his toughest test as Newcastle owner, scenes bigger than those when Keegan walked.
-- Back to what I said earlier it's worth noting if Lukaku and Kane both keep it up and stay in the Premier League, they'll both comfortably break Shearer's record.

Despite popular belief, there are no purse strings, Newcastle can spend what they've made and that's literally the line. Mike Ashley merely refuses to bankroll transfers. Doing business this way keeps Newcastle as a rare breed of club that's debt free rather than the Roman approach at Chelsea in which everything he's put in is expected back in some form or another. Usually by payment from anyone that buys that club, thus owner debt adds value to the club. Ashley did plunge in £150m on his arrival to the club, thus adding £150m to the total cost of buying the club. So yeah, Newcastle can spend every penny they have available but none of it will be bankrolled by Ashley.
