I suspect its more to do with getting Kobayshi upto speed for next year.
Now that we know there will be no Williams/Toyota/Nakajma link I bet the Toyota head honchos want a homeland representative next year. May as well give him as much seat time as possible. He was pretty capable in Brazil, potentially one of the best Japanese racers for while.
